AB 178
The Security Center serves as the statewide authority responsible for supporting and overseeing compliance with Assembly Bill 178 (AB 178) cybersecurity requirements across the California Community Colleges system. In fulfilling this mandate, the Security Center centrally administers and coordinates the annual cybersecurity self‑assessment process and report, semi‑annual remediation reporting, monthly fraudulent student application reporting, and all required cybersecurity incident reporting obligations. It further provides governance, standards, and systemwide guidance to promote uniform practices and ensure alignment with statutory and regulatory expectations.
The Security Center also manages the administration, allocation, and distribution of AB 178 cybersecurity grant funding. Acting on behalf of all 73 California Community College districts, it functions as the statewide oversight and governance body responsible for ensuring equitable access to grant resources and for directing strategic investments that enhance cybersecurity maturity, institutional resilience, risk‑management capabilities, and the protection of sensitive and regulated information.
